Post-work ticket just to track for a PR

Add cmdlets to enable git repo registration that allows a user to register a git repo folder by its parent folder name (default behaviour), or by a specified name.

Supporting cmdlets should exist to list registrations, push location to an existing registration (optionally it should just change location and not push onto the location stack), and remove registrations
